Council may make such administrative regulations and rules as may <br />be necessary and proper to regulate, enforce and implement the <br />provisions of this chapter. <br />809.055. MANDATORY PROVISION OF RECYCLING COLLECTION <br />SERVICES. All licensees providing service to residential dwelling <br />units shall provide for the collection and disposal of recyclable <br />materials, and providing recyclable collection services shall be a <br />condition of the license. On or before the 15th day of each month, <br />the licensee shall file a written statement of total tonnage of <br />recyclable materials and refuse collected by the licensee in the <br />previous month with the Superintendent of Public Works. On or <br />before the 15th day of January of each year, each licensee must <br />provide the Superintendent of Public Works with the name and <br />address of any apartment building with five or more dwelling units, <br />condominium or townhouse associations, or mobile home parks which <br />receive collection service from the licensee. Any additions or <br />deletions to this list of customers shall be reported on or before <br />the 15th day of each month. <br />809.060. PROMULGATION OF RULES AND REGULATIONS. The City <br />Council may make such administrative regulations and rules as may <br />be necessary and proper to regulate, enforce and implement the <br />provisions of this chapter. Violation of any such rules or of the <br />provisions of this chapter shall be grounds for suspension or <br />revocation of a license to provide collection service. <br />809.065. CONTAINERS- SPECIFICATIONS. <br />(A) Every property owner or occupant or any place of business <br />that accumulates garbage or rubbish shall provide one or more rust <br />resistant, watertight, nonabsorbent and easily washable containers, <br />which are equipped with a bail or handle and covered with <br />close- fitting lid. Containers shall have a capacity of not less <br />than ten (10) nor more than ninety (90) gallons and shall be of <br />sufficient number to store all garbage and other rubbish <br />accumulating between collections. Places of business having <br />accumulations in excess of three (3) thirty -two (32) gallon <br />containers per week shall provide vats for storage. Vats shall be <br />no less than one cubic yard capacity, designed with proper <br />attachments for lifting into collection vehicles. <br />(B) Every property owner and occupant of any dwelling unit, <br />and any unit of a duplex, including mobile homes, town houses, and <br />apartment buildings, shall provide a sufficient number of <br />containers, as described above, which do not exceed ninety (90) <br />gallons capacity. Owners and occupants of residential dwelling <br />units may also use plastic bags to store garbage. <br />(C) All containers shall be washed and treated with <br />disinfectant as often as necessary to prevent a nuisance. Any <br />containers which do not meet with the above requirements may be <br />used for the storage of garbage and rubbish only with the approval <br />of the Superintendent of Public Works. <br />809.070.
