MINUTES <br />City Council <br />March 4, 1987 <br />Recess <br />Scalze suggested that perhaps the property owners would like to put <br />in the street themselves in order to decrease the cost. <br />Donovan stated that he was opposed to curb and gutter. <br />Fahey noted that if the City participated in the cost and a full <br />street was installed with curb and gutter, the value of the Donovan <br />and Deeb property would be enhanced. <br />Scalze noted that there have been other areas where there was only <br />one side of a property to assess and the City did not offer to <br />participate in the cost. <br />Donovan noted that curb and gutter could only be installed on the <br />west side of the street due the the existing blacktopped areas <br />on the property. <br />Fahey pointed out that driveway cuts would be installed and that the <br />road would become a public street. <br />Scalze indicated that the curb would be drive -over curb. Scalze <br />also pointed out that the Donovan property could be sold tomorrow <br />and the new property owner would not allow the use of this property <br />by the adjacent businesses as is the current situation. <br />Fahey stated that it was his feeling that the road should be improved <br />before building permits are issued for the existing businesses. <br />Fahey also felt that the City should participate in 50% of the cost <br />of the road, and that watermain would be assessed 100 %. <br />Blesener pointed out that this would involve $43,000 in assessments <br />for the two properties and $22,000 in cost for the City. <br />Fahey suggested that Deeb and Donovan consider this proposal and <br />respond. <br />At this point in the meeting, 8:49 P.M., Council took a short recess. <br />The meeting was reconvened at 8:55 P.M. <br />Mr. Deeb requested some time to consider the proposal before making <br />his decision. Deeb stated that he would like to have his property <br />appraised. Deeb stated that he was in favor of the watermain <br />improvement, but was not certain about the road improvement. <br />There was no one else wishing to comment at this time. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 87 -3 -96 - CLOSING THE PUBLIC <br />HEARING ON IMPROVEMENT NO. 87 -1, SECTION 1, <br />WOODLYN AVENUE BY WATERMAIN AND STREET <br />CONSTRUCTION <br />Page 10 <br />
