Hanson, City Administrator <br />RE: Organized Collection Contracts <br />Please find attached a proposed contract for organized collection <br />services which we are recommending for approval subject to review <br />by the City Attorney. This contract essentially maintains the <br />same program we have had in effect for the last six years with <br />some notable changes. In conducting our review of this matter, <br />we found that our solid waste disposal rates were very <br />competitive based on other rates paid within Ramsey County <br />municipalities. We evaluated the option of calling for a RFP to <br />select a single hauler but felt that if our current contractors <br />were willing to make some concessions, the current system should <br />remain in effect given the fact that it appears to be working <br />well and it would minimize confusion to residents. <br />The significant changes to the contract are as follows: <br />*Current organized collection prices will be maintained. <br />(Based on City staff research, these prices were the lowest <br />found in Ramsey County jurisdictions whether they used <br />organized collection or had open systems.) See Attachment <br />"A" of the contract for the rate schedule. <br />*Remove provision for annual automatic price increase based <br />on CPI adjustment. The contractor can still request a price <br />increase on an annual basis, but must provide supporting <br />documentation before the City will approve. The CPI will <br />still be used to control this adjustment. <br />*Added a low- volume option for residents over the age of 62. <br />This system will utilize 30- gallon plastic bags which will <br />have a sticker placed on them. The stickers are to be <br />purchased from the resident's hauler at a cost of $2.75 <br />each. Residents can then place waste at curb side on an as- <br />needed basis versus the current once - per -week 30- gallon <br />service that costs $9.00 per month. (The lack of a low <br />volume option generated the most complaints with our <br />organized collection system. Given this change, we would <br />anticipate resolution of that issue in the majority of <br />cases.) <br />*The City will be provided with free refuse service at our <br />Page 71 <br />
