improve any street or alley which may prevent the Contractor from traveling its accustomed route or routes for collection. No additional compensation will be made for this interference. F. Administration. Contractor shall maintain an office equipped with telephones and staffed with sufficient personnel to handle complaints, orders for special service, and /or to receive instructions. 1. The office shall be staffed from 8:00 a.m. to 4:00 p.m., Monday through Friday (except holidays). 2. The Contractor shall maintain a written log of all complaints, the date thereof and the action taken pursuant thereto or the reason for non - action. Such log of complaints shall be reported monthly to the City and made available for inspection by the City's Administrator or an authorized representative. 9. Price. 3. The Contractor shall maintain Ramsey /Washington RDF receipts and shall provide the City with estimated Little Canada annual tonnage in August of each year based on actual weights of that month's collections. 4. The Contractor shall keep complete and accurate records in accordance with generally accepted accounting principals. 5. The Contractor shall bill and collect monies due from residents for collection service. If any resident is delinquent by more than 90 days, the City, within six months of the Contractor's notification and proof of such delinquency, shall make payment to the Contractor. The City will bill residents property taxes or utility bills for delinquent fees. A penalty of $35.00 will be charged to all delinquent accounts. 6. The Contractor shall provide notice to the City of any change of ownership of the Contractor, and the Contractor shall provide the City with and affirmative undertaking regarding this Contract by the buyer of the Company. 8 Page 80
