Building Materials: The proposed office buildings are to exude a "residential" character <br />accentuated by their gable roof features. The buildings are to be finished in stucco and stone. <br />Such finish materials comply with the City's building material requirements. <br />Signage: While the applicants have submitted detailed sign plans, sign location(s) on the site <br />have not been specified. In this regard, the total amount of proposed signage cannot be <br />determined. As a condition of PUD approval, specific signage locations should be specified. <br />Emergency Vehicle Access: In consideration of the proposed building layout, an assurance <br />should be made that emergency vehicle access to each structure may be provided. Specifically, <br />it is questioned whether a public access easement should be established over a portion of the <br />site's private drive. This issue should be subject to further comment by the Fire Chief. <br />RECOMMENDATION <br />Based on the preceding review, our office recommends concept plan stage approval of the PUD <br />conditional use permit. Approval shall, however, be contingent upon the fulfillment of the <br />following conditions: <br />1. The submitted plat is revised such to designate the site's individual lots and common <br />areas. <br />2. The applicant submit a copy of all covenant declarations applicable to the proposed <br />development. Such covenants shall be subject to City approval. <br />3. The site plan is revised such to satisfy the NSP requirements which prohibits the erection <br />of buildings within its easements. <br />4. The City Engineer provide comment /recommendation as to the need to vacate the <br />existing north /south drainage and utility easement which bisects the property. <br />5. Specific handicap parking stalls are identified on the site plan. <br />6. All exterior trash handling areas are screened from view of neighboring properties and <br />public rights -of -way. <br />7. The submitted utility plan is subject to review and approval by the City Engineer. <br />8. The landscape plan is modified such to intensify landscaping along the site's eastern <br />border. <br />9. The site plan is modified to designate specific loading spaces. <br />4 <br />Page 70 <br />
