PARK USAGE FOR TOURNAMENTS POLICY <br />The following guidelines are intended to govern the use of the <br />City's park facilities for fund - raising tournaments. It is to be <br />understood that City functions will have first priority for use <br />of the facilities in question. City functions include Little <br />Canada Recreation Association, Canadian Days Committee, and <br />Little Canada Fire Department sponsored events. Other requests <br />would have second priority. All other uses would be on a first - <br />come, first -serve basis, subject to staff determination. <br />* Tournament usage is limited to Pioneer Park and Spooner <br />Park. Access will be granted to the ball fields and <br />bathroom facilities. Access to the concession stand <br />area is to be allowed only with specific permission by <br />City staff. The group may be required to obtain a food <br />service license from the County Health Department. <br />* Tournament usage of park <br />tournaments per <br />tournaments per year in <br />will be dealt with on a <br />facilities is limited to <br />year in Spooner Park and <br />Pioneer Park. Reservations <br />first come -first served basis. <br />Access to the park facilities is limited to adult - <br />based, non - profit groups with a civic purpose. Access <br />is not allowed to groups created for private benefit or <br />gain, or groups which are merely "social" in nature. <br />Examples of approved groups would be the Little Canada <br />Recreation Association, Canadian Days Committee, Little <br />Canada Fire Department and other groups of community <br />benefit. Little Canada Recreation Association, <br />Canadian Days Committee, and Little Canada Fire <br />Department sponsored events are exempt from the strict <br />application of the provisions contained in this policy <br />due to their past history and on -going relationship <br />with the City. In these cases, past requirements will <br />apply except as modified by agreement between the City <br />and the affected organization. <br />Any group not included in the list as being "approved" <br />for park use would have to make written application to <br />City staff. This application will document the group's <br />purpose, background, key officials, and intended use of <br />funds raised by the tournament. Staff will review the <br />submittal and decide whether the group meets the <br />parameters established. If the request is denied, the <br />group would have the option of appealing staff's <br />decision to the City Council. <br />* The City requires General Liability Insurance in the <br />amount of $200,000 per injury /$600,000 per occurence. <br />The City shall be named as an additional insured under <br />this policy. <br />* An agreement which holds the City of Little Canada <br />-1- <br />Page 2 <br />
