MINUTES
Parks & Recreation Commission
November 3, 1994
use by outside groups. Remerowski felt that there could be
a gray area relating to the definition of City - affiliated
groups. Wehrle felt that the number of tournaments per year
should be limited with review to take place next year since
the use could escalate.
Remerowski recommended limiting the number of tournaments to
be held at Pioneer Park to five per year with review to take
place in one year, letting the Director handle the use of
the park at his discretion including setting the fee
structure, and limiting use of the park for tournaments to
City - affiliated groups and non - profit groups while still
leaving open the possibility of creating a formal field
usage policy in the future if needed.
Motion seconded by Holm.
Motion carried 5 - 1. Hartmann voted against.
WEHRLE'S Wehrle stated that his term is up on December 31, 1994 and
TERM he will not be applying for another term on the Commission.
He stated that it is not that he is not interested anymore,
but he would like to spend more time with his family.
FRIENDS OF Wehrle stated that Little Canada got favorable remarks in
THE PARKS & the Friends of the Parks and Trails' new booklet entitled
TRAILS "Parks and Public Places in Ramsey County ". Remerowski felt
that the information contained in this booklet on Little
Canada could be printed in the City's newsletter. Wehrle
felt that a statement could be placed in the City's
newsletter stating that the booklet is available.
1995 BUDGET The Director stated that some new budget information
prepared by the Accountant was given to the Commission
members tonight for their review.
Wehrle asked what a "home plate helper" is as shown in the
General Capital Improvement Budget. The Director stated
that the correct term for it is a "batter's box
underlayment ". He indicated that it is a plastic structure
that goes a couple of inches underneath the dirt on the most
used side of the batter's box for right- handed batters and
it prevents the holes from being dug in next to home plate.
He commented that it is something that is proven to make the
ground more stable around the home plate area, and a lot of
complexes are using them. The Director stated that he would
like to try them at the Pioneer Park facility and if they
prove to be useful, he would like to expand them to all of
the ballfields.
Remerowski asked if the home plate helpers were $500 each.
The Director stated that they are $200 each so it is
-10-
Page 5
