NOTES FROM GILANDERI LANE NEIGHBORHOOD MEETING
November 22, 1994
Little Canada City Hall - 6:30 p.m.
The purpose of this meeting was to discuss the potential water
main improvement to the Gilanderi Lane area that had been
petitioned for by some of the affected property owners. Those
present representing the City of Little Canada were Jerry
Bourdon, City Engineer; Harlan Olson, Job Site Inspector; Paul
Heuer, Assistant City Engineer; and Joel Hanson, City
Administrator.
The City Administrator began the meeting by welcoming those
present. He explained that a number of the property owners from
the Gilanderi Lane area had petitioned for a water main
improvement in October of 1993. This petition was accepted by
the City Council at that time. Evaluation of the project was
subject to its combination with other projects generating an
economy of scale. Based on our proposed 1995 construction
schedule, it appears that condition now exists.
The first point of information consisted of the City
Administrator asking those present exactly what the pronunciation
of Gilanderi Lane was. It was explained by one of the residents
that Gilanderi Lane resulted from the combination of "Gil" from
Gilles, "and" from Anderson, "eri" from Erickson, and "Lane" from
Lahners. The City Administrator stated that we will insure that
the correct pronunciation of this street is used in the future.
Paul Heuer reviewed the project summary information he had
prepared for the meeting. (A copy is attached.) He emphasized
the impact to the owner of the undeveloped land on the west side
of Gilanderi Lane. (That property owner was present.) He also
explained that given the limited area we had to work within, the
existing street surface will need to be disturbed. He discussed
the option of restoring the street in a like manner or going with
a full scale street improvement. The meeting was then opened up
for comments and questions.
It was noted that natural gas is already installed based on the
comments by the residents.
One resident stated that storm sewer exists at the east end of
the existing lane. He indicated that the State of Minnesota had
an agreement for provision of additional right -of -way where the
present sanitary sewer right -of -way exists. He thought this
occurred back in 1966 or 1967. The City Administrator indicated
that our records only show a sanitary sewer easement for this
area and no right -of -way for a public street. Another property
owner said that their title commitment makes no reference to a
-1-
Page 20
