The City Engineer indicated they would <br />do some additional research on this matter with MNDOT. <br />David Smith, the owner of the large undeveloped property on the <br />west side of Gilanderi Lane, asked about the impact this <br />improvement would have on his property. The City Administrator <br />explained the development deferral option that exists. He stated <br />that the number of services to be provided are based on an <br />estimate of lots which could exist given zoning guidelines and <br />topographical features. Mr. Smith asked if he was assessed for <br />water main on Co. Rd. B2, would he be assessed for that same lot <br />again. He was informed that he would not be assessed for a <br />parcel already served by water. <br />The City Administrator reviewed assessment terms based on a <br />$4,600 assessment. Ten years at 7.75% and 15 years at 8.25% were <br />shown for discussion purposes. <br />Further discussion took place on the road. Some of the property <br />owners indicated they would like to see a cul -de -sac constructed <br />on the Highway 36 right -of -way. The City representatives <br />informed him that we would need permission from the State for <br />placement of the cul -de -sac on their right -of -way, but that this <br />may be a feasible option. <br />Another resident asked if the circle from Gilanderi Lane around <br />Viking Drive could be maintained. The City indicated that while <br />we have plowed this area, we do not feel it is appropriate to <br />maintain a circle roadway in that there appears to be a <br />duplication of costs. It was stated that if the residents feel <br />the circle is needed, that it may be an undertaking they want to <br />commit to on a private basis. <br />Trudy Lahner indicated that she currently does not have water for <br />her property. Her well failed a while ago and she has been <br />waiting for water main rather than drill a new well. She will <br />not be living in the home over the winter. <br />Residents asked if it would be possible to obtain the cost of <br />buried power lines for this area. The City Administrator stated <br />that we could do that, but cautioned the people on NSP's policies <br />in this regard. <br />Another resident asked if they could form a homeowner's <br />association to take care of the road off the public right -of -way. <br />Staff said that may be allowable and could result in less cost to <br />them as property owners if they could live with the current <br />street conditions. <br />The consensus of those present was that they definitely wanted <br />water main, but were not sure as to the best course of action for <br />a street improvement.
