VIKING DRIVE WATER MAIN <br />IMPROVEMENT 94 -5 (92 -13) <br />•NEIGHBORHOOD MEETING4 <br />NOVEMBER 21, 1994 <br />6:30 P.M. <br />LITTLE CANADA CITY HALL <br />A neighborhood meeting was held with residents of Viking Drive <br />east of Edgerton to discuss potential water main and street <br />improvements to that area. Those present representing the City <br />of Little Canada included Jerry Bourdon, City Engineer, Dave <br />Harris, Public Works Superintendent, Paul Heuer, Assistant City <br />Engineer, Harlan Olsen, Job Site Inspector and Joel Hanson, City <br />Administrator. <br />The City Administrator reviewed the background of this project. <br />Specifically, that a water main improvement was considered <br />approximately two years ago at which time an assessment of <br />$8742.00 per lot was proposed. Based on a survey of the <br />neighborhood, that project did not proceed due to the costs being <br />higher than the neighborhood felt reasonable. Since that date, <br />the City of Little Canada has reviewed the issue of providing <br />water main in single frontage and other difficult areas to serve <br />and developed a policy to guide these situations. The policy has <br />resulted in the assessment for this project being dropped to <br />approximately $4600.00 per lot. Based on that dramatic change as <br />well as other potential projects which may occur in the coming <br />construction season, its seemed appropriate that these people be <br />invited back to talk with us regarding their interest in a <br />project. <br />Paul Heuer reviewed the proposed project. (Project summary sheet <br />is attached.) He emphasized the two alignments were possible. <br />Alignment 1 was proposed with the initial project in 1993. As <br />the map on the project information summary sheet indicates, this <br />alignment would require the acquisition of substantial private <br />easements. This alignment was necessitated due to the existence <br />of the Williams Pipeline under the Viking Drive street right -of- <br />way and the sanitary sewer main to the north of the Viking Drive <br />right -of -way. This places the water main even further to the <br />north on private property to maintain the required ten foot <br />separation from the sanitary sewer. The estimated cost for this <br />alternate project is $94,300.00. The portion to be assessed is <br />$41,400.00. <br />Alignment 2 has since been considered along the south side of the <br />Viking Drive right -of -way. It requires permission from the State <br />of Minnesota to place the water main within the Highway 36 right - <br />of -way. This option avoids the need for private easements, <br />Page 6 <br />
