minimizes disruption to private property including impact to <br />mature trees, but results in a higher cost of $104,000.00. The <br />assessable portion remains at $41,400.00. Another issue raised <br />with this alignment is that it appears to require disruption to a <br />fairly large area of the street surface which is in decent shape. <br />This replacement warrants the review for a street project given <br />the remaining areas of Viking Drive are not in good shape. The <br />estimated cost for a street improvement is between $42.00 and <br />$50.00 per lineal front foot of property. It would include a 28 <br />foot wide road with concrete curb and gutter. A street project <br />could be further complicated by the turn back of the Viking Drive <br />right -of -way from the State of Minnesota to Little Canada. <br />Mr. Ernie Sellman stated that he favored Alignment #2 to avoid <br />damage to mature trees on his property. He also would like to <br />see the road flattened down due to steep slopes adjacent to his <br />property and also to address drainage flows which impact his <br />driveway. Harien Olsen indicated the need to maintain adequate <br />cover over existing pipelines under the street right -of -way. <br />Therefore, road grade changes may be minimal. <br />Dave Harris then discussed water connection fees. He indicated <br />that the connection charge is presently $300.00 with permit fees <br />running $149.00. Property owners would also be responsible for <br />running the service connection from the curb stop at the property <br />line to their home. This cost can vary depending on the <br />specifics of each home residents were encouraged to contact a <br />licensed plumber to get a better idea of this cost. <br />A question was raised about continued well operation. Dave <br />Harris explained that the City does not require wells to be <br />discontinued and sealed once city water is available. However <br />these wells can not be connected to the City's water system. <br />They could be used for outside watering as long as the systems <br />are completely separated. Should well use be discontinued, then <br />it should be sealed in accordance with State guidelines. <br />The comments of those present indicated an appreciation of the <br />City's new water main policy and that it results in a more <br />equitable assessment. Those present wanted more time to think <br />about the alignment options and the need for a street. The <br />Administrator indicated that we would send out a survey similar <br />to the one conducted approximately two years ago and ask for <br />their input on the various options. Further explanation would be <br />provided on the two options and the cost. It was also mentioned <br />that if the project were to go forth, an improvement hearing <br />would be held sometime in January assuming other projects were <br />proceeding in the 1995 construction season. <br />We also reviewed the impact estimated assessments would have on a <br />yearly basis. Calculations we provided showing a $4600.00 water <br />main assessment spread over a ten year period at 7 -3/4% interest <br />as well as the same amount assessed over a fifteen year period at <br />8 -1/4 %.
