Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Martha <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: John Pechman, Code Enforcement Official <br />DATE: November 3, 1995 <br />RE: Amendment to the Municipal Ordinance Relating to the <br />Number of Dogs and Cats Allowed per Dwelling Unit <br />Since I began working with Fire Marshal Duane Williams performing <br />inspections, we have run into a few occasions where residents <br />have what I would consider an excessive amount of cats in their <br />dwellings. Upon review of our ordinance, I discovered that the <br />number of cats allowed per dwelling unit is not regulated. <br />However, the number of dogs allowed is three per dwelling unit. <br />I have enclosed a survey of the surrounding cities which shows <br />their limits on the amount of animals allowed. Arden Hills, <br />Falcon Heights, Maplewood, and North St. Paul are the only cities <br />of those surveyed which have a limit on the number of cats <br />allowed. The total number of animals that these cities allow <br />ranges from four to six per dwelling. I am recommending that we <br />amend Little Canada's ordinance to allow three dogs and three <br />cats with the total number of dog /cats not to exceed four per <br />dwelling unit. The limitation on the number of cats will give <br />City officials the ability to control health nuisances and fire - <br />related hazards. I spoke with Ramsey County Environmental Health <br />Specialist Lori Green on this matter. She stated she thought <br />more cities should limit the number of dogs and cats because it <br />would help to reduce health related nuisance problems. <br />It is my feeling that the City Council should amend the ordinance <br />to reflect the recommendation I have made.
