MINUTES
Parks & Recreation Commission
February 2, 1995
to the City as part of the Aspen Circle development.
MCNAMARA Remerowski felt that the Commission should discuss the
PROPERTY McNamara property with the City Council at the annual
workshop. He indicated that the Administrative Assistant
has indicated that Wednesday, March 8, 1995 at 6:30 p.m.
would be the next available time to schedule the annual
workshop with the City Council. It was the consensus of the
Commission to hold the workshop on that day. VanSchoonhoven
was asked to notify the two Commission members absent.
KELLER PKWY Remerowski stated that he attended the neighborhood meeting
UPDATE this week on the Keller Parkway road improvement. He
indicated that the residents in attendance at the meeting
would prefer that Keller Parkway be changed into a one -way
street with travel heading towards Maplewood. They would
also prefer that the City own the road and they would prefer
a non- attached trail within the road right -of -way.
Remerowski stated that the County is proposing to resurface
the roadway with the City to install water main in
conjunction with the project. The County is proposing a
two -way road with two 11 foot driving lanes and two 5 foot
shoulders for walking which would amount to a 32 foot width
for the road.
Sanders stated that the area is very tight with many trees.
He indicated that it would be very difficult to install a
separated walkway.
Remerowski asked how the City would fund the walkway. The
City Administrator stated that with past shoulder paving
projects, the City has funded 20% of its cost with 80%
assessed to the homeowners. However, in this case, the City
Administrator may recommend that there be no assessment
given the unique characteristics of this project including
the impact to abutting properties.
Remerowski felt that a one -way road towards Maplewood would
be taking people away from Little Canada which would not be
desirable especially with the new Gateway project
contemplated. He stated that Gervais Lake is a public lake
and Keller Parkway is a public road. He felt that everyone
in the area should be surveyed, including the residents on
County Road B2 since the traffic on their road would
increase with a one -way road.
The City Administrator felt that a 32 foot, two -way road
would work and the road could be shifted to avoid most of
the existing trees. He stated that the residents at the
meeting were told that the City would consider the one -way
road. However, all of the options will be laid out for them
-5-
Page 19
