MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 1995 <br />COMP PLAN <br />Motion seconded by Garske. <br />Motion carried 7 - 0. <br />The City Planner reported that he sent the Commission <br />modifications of the Comp Plan section addressing the <br />Rice Street corridor. The revised map reflects Council <br />concern that the property north of Hardees not be <br />designated as auto - related commercial. The property in <br />that area which is already developed will be designated <br />as auto - related commercial, but the undeveloped parcels <br />will be designated as regional commercial. The <br />Council's intent was to avoid auto - related uses such as <br />gas stations, fast food restaurants, or auto -body <br />shops. There are two potential site pads in this area. <br />Garske asked what the City could realistically expect <br />to see developed on these two sites. <br />The Planner replied that a smaller professional office <br />building or specialty retail business may develop in <br />this area. <br />Jim Benson, representing Schroeder Development, asked <br />if auto - related commercial meant the type of business <br />which automobiles come and go to. Benson was concerned <br />that regional commercial limited the use of Schroeder's <br />two sites. <br />The Planner pointed out the definition of auto - related <br />commercial on page 17. That definition states that <br />auto - related commercial areas are dependent upon <br />automobile traffic for their successful operation. <br />Their trade areas are not well defined, in that while a <br />certain amount of their traffic comes from the local <br />area, another portion comes from the number of vehicles <br />happening to pass by the site. Fast food <br />establishments and automobile service facilities typify <br />the auto related commercial area. <br />Garske asked what the Council was trying to accomplish <br />by changing these two sites to regional commercial. <br />The Planner replied the concern is that another gas <br />station /convenience store or auto body shop would be <br />allowed under the auto - related commercial. <br />4 <br />Page 6 <br />
