HANSON, CITY ADMINISTRATOR <br />Thank you for sharing with us the council minutes regarding the above. I attended the <br />meeting on 1- 30 -95. I will be unable to attend the meeting on February 22 but wanted to <br />.share my thoughts with whomever.for whatever they are worth. <br />I have lived on Edgerton for 14 years so drive Keller Parkway many times a week as our <br />route to the East to Highway 61, Maplewood Mall, White Bear Avenue area etc. Our only <br />other access to the east is Highway 36 which is very busy at times and difficult to enter <br />the highway or else using LaBore Road to County Road D and then we have to go south on <br />61 to Beam or go Beam Avenue through the new residential area back to County Road D and <br />we did have to use that when County Road C was being improved last year. I agree that <br />a one way road is not the arrkaer to everyone's problem. Other streets would be busier, too <br />and then you would have people on LaBore Road and B2 complaining more. <br />My thoughts are that many of the homeowners use Keller Parkway as a walkway and have <br />used it as it is for many years. Yes we all neeed__to coui_ctr safety but I would think <br />that if the road could be resurfaced as it is'Ind efl»1t ve he exsisting shoulders <br />which are now gravel blacktopped it would be better than what is there now. You can't <br />walk too well in the gravel so they are out in the street. I believe the fact that it <br />is considered a parkway through a residential area that the traffic flow wouldn't change <br />that much if the shoulders were just black topped. Perhaps 20MPH signs be prat up as the <br />posted speed and psychologically people would go 10 miles over the posted speed bringing <br />the speed to 30 MPH instead of posted speed of 30 MPH and they go 4OMPH. <br />I don't feel trees hduld need to be cut down but maybe a few telephone poles might <br />have to be moved and some the regulartory signs might have to be changed but I can't <br />see where the black topped shoulders would cause more traffic. Certainly they could <br />have the white line designating the shoulder area. Maybe some of the curves could be <br />modified within the right -away and cars wouldn't be cutting the corners as much. <br />Many of the people on Keller Parkway want a separate walking path. These same people <br />walk and bike completely around the lake. Edgerton is a very busy street and yes we <br />have a little wider walking area but we don't have a separate walking path nor does <br />County Road B2 or Arcade in Maplewood. There is one place by the bridge connecting <br />Kohlmann and Gervais that has a separate walk area. I don't believe LIttle Canada <br />has too many other separate walking paths and people seem to be managing fine. We <br />have schools in the area and most children are bused to school so that wouldn't be <br />a big concern. <br />I used to walk my dog on Keller Parkway and yes, as it is now with the gravel shoulder <br />we walked in the street a lot but if we chose to walk there we had to be careful. <br />' Is there any reason why the County has to widen the actual street lanes? Cars can <br />park on one side of the street only, I believe. At least they have that. On Edgerton <br />it is "no parking" either side of the street unless we obtain a parking permit for <br />one side. There is limited parking at the public beach and on special holidays like <br />the 4th of July and a nice day cars have parked on Edgerton in the beach area and have <br />gotten tickets so some things I feel aren't really justified in their complaints. Yes <br />their land is separated by the street but it has been there for a long time. What is <br />the accident statistics of vechicles and property damage and people being hurt? I know <br />of some cars that are being driven by people who have driven too fast and may not be <br />from the area but I think for the most part Keller Parkway is used by the Jocal residents <br />(who may drive too fast too and know better) as a means of getting to Highway 61, to <br />Page 17 <br />
