Hanson <br />RE: Neighborhood Proposal for Gilanderi Lane /Viking Drive <br />Road Improvements <br />After the improvement hearing regarding Gilanderi Lane /Viking <br />Drive, the neighborhood has discussed the situation involving <br />road ownership. On February 1, Paul Heuer, Dave Harris, and I met <br />with Wiley Bennett, Paul Anderson, and Mike and Susan Gowreluk to <br />discuss their ideas for road improvements to serve the <br />neighborhood. <br />Attached is their proposal to address the situation. You will <br />note that they are asking for City ownership of the roadway and <br />subsequent street improvements. In our discussions, they <br />indicated that they would prefer a pavement width of fifteen feet <br />without curb and gutter. The pavement would be located within a <br />thirty foot right -of -way. They also indicated that they would <br />grant the City the necessary right -of -way to accommodate this <br />proposal. Wiley Bennett and Paul Anderson indicated to me on <br />February 3 that these provisions are acceptable to all members of <br />the neighborhood even though their proposal doesn't indicate <br />same. They also indicated that Dave Smith, the owner of the <br />vacant parcel on the west side of Gilanderi Lane is also in <br />agreement with these options. <br />A number of questions are raised by the two proposals. Some of <br />them are as follows: <br />• What is the City's position on major deviations from <br />current policies and standards <br />• An agreement from the State of Minnesota for location of a <br />City improvement upon their right -of -way would appear <br />necessary <br />• Time limitations exist to include this as part of our 1995 <br />improvement project <br />Page 22 <br />
