Hanson RE: Neighborhood Proposal for Gilanderi Lane /Viking Drive Road Improvements After the improvement hearing regarding Gilanderi Lane /Viking Drive, the neighborhood has discussed the situation involving road ownership. On February 1, Paul Heuer, Dave Harris, and I met with Wiley Bennett, Paul Anderson, and Mike and Susan Gowreluk to discuss their ideas for road improvements to serve the neighborhood. Attached is their proposal to address the situation. You will note that they are asking for City ownership of the roadway and subsequent street improvements. In our discussions, they indicated that they would prefer a pavement width of fifteen feet without curb and gutter. The pavement would be located within a thirty foot right -of -way. They also indicated that they would grant the City the necessary right -of -way to accommodate this proposal. Wiley Bennett and Paul Anderson indicated to me on February 3 that these provisions are acceptable to all members of the neighborhood even though their proposal doesn't indicate same. They also indicated that Dave Smith, the owner of the vacant parcel on the west side of Gilanderi Lane is also in agreement with these options. A number of questions are raised by the two proposals. Some of them are as follows: • What is the City's position on major deviations from current policies and standards • An agreement from the State of Minnesota for location of a City improvement upon their right -of -way would appear necessary • Time limitations exist to include this as part of our 1995 improvement project Page 22
