NOTES FROM THE KELLER PARKWAY NEIGHBORHOOD MEETING <br />JANUARY 30, 1995 <br />LITTLE CANADA CITY HALL - 7:00 P.M. <br />The purpose of this meeting was to discuss Ramsey County's plans <br />for a maintenance project to occur on Keller Parkway from Little <br />Canada Road to Spoon Lake. Those present representing the County <br />were Dan Schact, Bob Bock and Jerry Auge. Those presenting <br />representing the City of Little Canada were Joel Hanson, City <br />Administrator, Dave Harris, Public Works Superintendent, and Jerry <br />Bourdon, City Engineer. Ken Haider, Public Works Director /City <br />Engineer, was present representing the City of Maplewood. Also <br />present in the audience were County Commissioners Hal Norgard, <br />Brenda Thomas, and Dick Wedell; Little Canada Council Members Steve <br />Morelan and Bob Pedersen. <br />The City Administrator reported that the County is planning a <br />maintenance project for Keller Parkway. That project is proposed <br />to include the resurfacing of the street as well as shoulder <br />paving. Little Canada has proposed the shoulder paving portion of <br />the project in order to address pedestrian safety issues. The City <br />is aware that there are concerns on the part of the Keller Parkway <br />property owners with regard to the impact that project will have on <br />traffic speed, trees, and adjoining property. Ramsey County <br />officials are here this evening to answer those questions. The <br />Administrator reported that the decision on shoulder paving will <br />ultimately come back to the respective City Councils. Little <br />Canada's Council has not taken an official position at this point, <br />but there has been some sentiment expressed that a paved shoulder <br />is necessary to improve pedestrian safety. <br />Dan Schact reported that the project will involve the recycling of <br />the existing road surface and resurfacing of the road. The <br />existing pavement will be pulverized, the road bed graded and <br />compacted, and a new surface installed. Most of the work is <br />typically done using County employees. Schact reported that the <br />project is considered a maintenance project, similar to what was <br />done on County Road C between Keller Parkway and Highway 61 last <br />year. The work on County Road C from Highway 61 to the east was <br />considered to be a reconstruction project. <br />Schact reported that the County's standard width for a paved road <br />is 40 feet. The current width of Keller Parkway varies between 20 <br />and 24 feet, averaging 22 feet. A 40 foot road section would <br />provide for two twelve -foot driving lanes and two eight -foot <br />shoulders. Schact reported that this size road would not fit in <br />the Keller Parkway area. The County is proposing a 32 -foot width <br />for Keller Parkway similar to what was done on County Road C. The <br />County's standard for the 32 -foot width includes two twelve -foot <br />driving lanes and two four -foot shoulders. Little Canada has asked <br />1 <br />Page 56 <br />
