Karolyn Kingsbury felt that the paved shoulders would invite more <br />people into the area and pointed out that there is no place to park <br />these people. <br />One resident stated that there was no opposition to the objective <br />of increased pedestrian and bicyclist safety. This resident <br />suggested that the width of Keller Parkway be kept as it is, the <br />road turned into a one -way road, and the road surface be divided <br />for both vehicular and pedestrian /bicyclist traffic. The resident <br />pointed out that trees would be saved, there would be no increased <br />impact on the environment, and the basic beauty of the lake <br />preserved. <br />Another resident suggested that the current road width be <br />maintained and a separated path be improved on only one side of the <br />road. <br />Schact again commented that some additional survey work needs to be <br />done to identify the exact location of the road right -of -way. The <br />County knows it has a 66 foot right -of -way, but is not sure whether <br />the road is in the exact center of that right -of -way. <br />Hedlund asked if the new road would be placed in the center. <br />Schact replied that the County will make the road fit given the <br />location of trees, fences, banks, etc. However, the resurface will <br />take place entirely within the right -of -way. <br />Deputy Barry Vaughn, Ramsey County Sheriff's Department, reported <br />that he is the traffic deputy for the contract cities. For three <br />days last week he documented every vehicle which traveled Keller <br />Parkway while he was present. The result of that documentation is <br />that 40.74% of vehicles traveled at speeds of 20 -30 miles per hour, <br />41.88% at 31 to 35 mph, 14.25% at 36 to 40 mph, 2.56% at 41 to 45 <br />mph, .57% at 46 to 50 mph, and no vehicles over 50 mph. <br />Vaughn reported that Keller Parkway is a narrow road. There are <br />people walking along that road, and he has made many stops and <br />issued citations to speeders on Keller Parkway. Vaughn reported <br />that there are similar streets within the County with the same <br />improvements described by Schact recently done. Vaughn reported <br />that it has been his observation that since the improvements were <br />done there has been no increase in the amount of traffic or traffic <br />speeds. Vaughn reported that the Sheriff's Department will <br />continue to enforce the traffic laws. With regard to vehicles <br />driving on improved shoulders, Vaughn indicated that there is <br />nothing illegal about crossing a solid white line and driving <br />around another vehicle. <br />A property owner felt that since Keller Parkway is a narrow road, <br />cars are relatively slow. This resident felt that should the road <br />be widened to 32 feet, traffic speeds will increase. Therefore, <br />5 <br />Page 60 <br />
