the road will not be any safer as a result of the paved shoulders. <br />Vaughn stated that he cannot predict what will happen, but his <br />experience is that speeds will not increase. <br />Dale Kingsbury reported that the road is curvy and some drivers <br />have underestimated their speeds and ended up in front yards. <br />Kingsbury was concerned that pedestrians would be hit. <br />One property owner was concerned that when calling to complain <br />about snowmobilers on private property, the Sheriff's Department <br />responded by saying the property owner had to warn the snowmobiler. <br />The property owner was concerned that the road improvement will <br />make the area more desirable for people to hang out. The property <br />owner pointed out that the property adjacent to the lake is private <br />property. It was also pointed out that the Cities of Minneapolis <br />and St. Paul have made drives around lakes one -way to handle <br />increased traffic and protect walkers, bikers, etc. The property <br />owner felt the County's plan was ill- conceived. <br />Chris Cardinal asked if the patrol car would be on Keller Parkway <br />all the time. <br />Vaughn replied that the patrol car will not be on Keller Parkway 24 <br />hours per day. <br />Cardinal expressed concern for traffic speeds on Keller Parkway and <br />indicated that there are many cars traveling at speeds greater than <br />50 mph after 5 P.M. <br />One property owner pointed out that traffic speeds are worse during <br />the summer, and that is when there are the most pedestrians walking <br />around the lake. This property owner indicated that the vast <br />majority of the lake is privately owned. The property owner has <br />had problems with people using his dock, and the path improvement <br />would invite more people to trespass on private property. <br />Another property owner felt that making the road wider and smoother <br />would encourage increased traffic speed. <br />Vaughn replied that he has not seen the tendency for traffic speeds <br />to increase because road have been newly paved. Vaughn felt that <br />the surroundings would dictate speeds. <br />A property owner felt that walkers would be taking their lives in <br />hand by walking on a paved shoulder, and that vehicles would not <br />watch for people walking. <br />Another felt that the path was a good improvement as long as it was <br />not part of the road. <br />One property owners was concerned about truck traffic on Keller <br />6 <br />Page 61 <br />
