A property owner suggested that given the limited area, a 1 to 3 <br />foot separation would be better and safer than a paved shoulder. <br />Haider did not believe such a limited separation would make a <br />safety difference. <br />Cardinal pointed out that in the 1988 survey, residents stated that <br />they were interested in a trail, not a paved shoulder. 63% also <br />indicated a willingness to pay for the trail, if necessary. <br />Cardinal felt that a 32 foot width for Keller Parkway would result <br />in parking problems on the street. <br />The City Administrator replied that the City has the ability to <br />restrict parking on Keller Parkway. <br />Cardinal felt that a trail should be on one side of the street, not <br />both. A trail on one side would eliminate the need for tree <br />removal. <br />Schact indicated that if a 24 foot road is improved with gravel <br />shoulders and a separated bike /walking path, more than 32 feet of <br />area will be used. <br />Cardinal again expressed concern about traffic speeds. <br />Hedlund felt a 22 foot road with a separate walking path would use <br />less than 32 feet. <br />Cardinal stated that everyone wants a trail to walk around the <br />lake. Cardinal asked if the existing road would be replaced. <br />Schact replied that if the County did not proceed with paved <br />shoulders, it would pave a 24 foot road width with 2 to 3 feet of <br />gravel shoulders on either side of the road. Schact reported that <br />the County will not push for the 32 foot road section, but there <br />are benefits to both the City and the County with that width of <br />pavement. <br />Karolyn Kingsbury stated that it was her understanding that the <br />Mayor supported a 32 foot width. <br />The City Administrator replied that the Mayor believes that paved <br />shoulders are necessary, but did not know what width would be <br />appropriate. <br />Karolyn Kingsbury pointed out the historical Little Canada signs on <br />Edgerton Street and felt that the proposed road improvement would <br />make the area look like more of a stamped -out subdivision than a <br />unique village. Kingsbury pointed out that the County has <br />indicated that they would replace the existing road. That road is <br />20 feet wide in front of her house. <br />8 <br />Page 63 <br />
