ALCOHOL AND PSYCHOACTIVE DRUG POLICY <br />The use of alcohol or of drugs which change the normal <br />functioning of the central nervous system by either stimulating <br />or depressing it (Psychoactive drugs) may seriously affect an <br />employee's performance. They may also endanger the employee's <br />health and safety as well as the safety of other employees. It <br />is therefore appropriate that guidelines be established for the <br />control of alcohol and drugs as they pertain to the employee and <br />the employee's job with the City of Little Canada. <br />A. ALCOHOL <br />1. Alcohol must not be consumed in any City building, <br />office, vehicle, or on City premises, including parking <br />lots, except during designated events as approved by <br />the City Council; and no employee who is intoxicated <br />may work or report for work. <br />2. Alcoholic beverages shall not be consumed anywhere <br />during rest breaks, lunches, or other meals if the <br />employee is to work thereafter on the same work day. <br />B. DRUGS <br />1. Common unprescribed psychoactive drugs are LSD, <br />marijuana, heroin, etc. Psychoactive drugs, which may <br />be prescribed but present a danger if improperly used, <br />are barbiturates, dexedrine and similar preparations, <br />tranquilizers, and commonly prescribed narcotics. <br />2. Non - prescription psychoactive drugs should not be taken <br />by any employee at any time. Employees shall not be <br />permitted to work while under the influence of <br />psychoactive drugs unless the drug is being used <br />strictly as prescribed by a licenses physician. Where <br />the use of prescribed psychoactive drug interferes with <br />the employee's performance or presents a health or <br />safety hazard, the employee should be taken off that <br />job or, with the concurrence of the prescribing <br />physician, changed to an alternate drug. <br />3. Unless a psychoactive drug is taken strictly as <br />prescribed by a licensed physician, it may not be kept <br />or taken on City premises, including parking lots, or <br />in any City vehicle or any vehicle being used for City <br />business. <br />4. No employee who is under the influence of a <br />psychoactive drug which was not prescribed for the <br />employee by a licensed physician or which is not being <br />taken strictly as prescribed, may work or report for <br />work nor should any person who is under the influence <br />of such a drug be permitted on City premises or in a <br />42 <br />
