CITY EMPLOYEE SUGGESTION PROCEDURE <br />Policy: <br />It is the policy of the City to encourage and welcome suggestions <br />from all City employees. Resource limitations and requirements <br />of City government may limit implementation of some suggestions. <br />However, even a small percentage of suggestions implemented <br />realizes a gain for the organization, which is only possible with <br />the initial employee input. <br />Definitions: <br />A. Suggestions are constructive ideas which will: <br />1. Improve an established operation or procedure by <br />the use of a more economical procedure that will <br />save money, time, or materials. <br />2. Make an operation easier, more practical, faster, <br />or avoid delay. <br />3. Eliminate duplication of work and unnecessary <br />paper work. <br />4. Improve working conditions, safety, and welfare of <br />employees or the public without increased costs. <br />5. Provide better services to the public without <br />increased costs. <br />6. Improve public relations. <br />7. Enhance the appearance and /or image of the <br />community. <br />B. Those communications which are not considered <br />suggestions are: <br />1. Ideas that do not pertain to City operations. <br />2. Dissatisfactions which fail to offer a <br />constructive solution. <br />3. Petitions: Formal written requests made by <br />several people for an action or item. <br />4. Solutions to problems that an employee might <br />normally be expected to offer as part of his /her <br />job. <br />5. Requests for additional equipment of a common <br />49 <br />
