(B) In the event an employee is unable to report for work because <br />of extreme weather conditions (e.g. winter blizzard), such employee may, <br />upon the approval of the Department Head, be granted leave without pay or <br />use vacation or use compensatory time for the day or days in question. <br />Such employee may also be allowed, upon approval of the Department Head, <br />to make up the time lost at straight time rate by working extra hours <br />before or after his /her regular shift, provided that all such time is made <br />up within the pay period in which the emergency leave day or days <br />occurred. <br />209.140. JURY AND WITNESS DUTY. If an employee is called to serve <br />as a juror or subpoenaed as a court witness, the employee shall receive <br />compensation which will equal the difference between the employee's <br />regular pay and compensation paid for jury duty or witness fees. <br />Employees are expected to report for work in the City when they are <br />released from court during regular office hours and to make every effort <br />to complete the work assigned to them during the time they are serving as <br />jurors or witnesses. <br />209.150. MILITARY SERVICE. The provisions of Minnesota Statutes, <br />Sections 192.260 and 192.261, as amended, are hereby adopted as an <br />ordinance pertaining to leaves of absence while engaged in military <br />service. <br />209.160. ATTENDANCE AT CONFERENCE AND OTHER MEETINGS. Attendance <br />by regular employees at conferences, seminars or other business meetings <br />related to their duties shall be considered as time on regular duty, <br />provided that attendance at the same during regular working hours shall be <br />subject to approval by the City Clerk, and attendance at times other than <br />regular working hours shall be subject to approval by the City Council. <br />Expense reimbursement for attendance at such functions will be subject to <br />approval by the City Council. <br />209.170. NOTICE OF RESIGNATION. Any employee wishing to leave the <br />municipal service in good standing shall file with such employee's <br />Department Head or City Clerk at leave fourteen (14) calendar days before <br />leaving, a written resignation stating the effective date of the <br />resignation. <br />209.180. DELETED IN ITS ENTIRETY. <br />209.190. LAY -OFFS. <br />(A) A Department Head may lay -off any employee whenever such <br />action is made necessary as provided in the annual budget by reason of <br />shortage of work or funds, the abolition of a position or because of <br />changes in organization. Two (2) weeks advance written notice of the <br />lay -off shall be given. An employee may be transferred to another <br />position if such employee is qualified. Qualifications shall be the <br />determining factor for lay -offs. Length of service in the same position <br />classification will be given consideration, only when all other <br />qualifications are equal. <br />(B) Employees who have been laid off will be recalled to their <br />former position classification in the reverse order of their lay -off. <br />Page 30 <br />PAGE 66 <br />
