209.210. POLITICAL ACTIVITY. <br />(A) Any employee is not precluded from becoming or continuing to be <br />a member of a political club or organization or from attendance at a <br />political meeting or enjoying entire freedom from all interference in <br />casting such employee's vote or from seeking or accepting election or <br />appointment to public office. <br />(B) Any employee who becomes a candidate for any public office <br />(other than a City Office) may be required to take a leave of absence <br />without pay and shall perform no duties connected with the position held <br />by such employee while a candidate, if such candidacy interferes with such <br />employee's normal duties of employment. If the needs of the municipal <br />service require the denial of a leave of absence and the employee's <br />candidacy interferes with such employee's normal duties, such employee may <br />be required to resign, or, failing to do so, will be subject to dismissal <br />by the City Council. • <br />(C) If an employee becomes a candidate for a position on the City <br />Council, such employee shall be required to take a leave of absence for <br />the duration of such candidacy. If elected or appointed to a City Council <br />position, the employee shall be required to resign from his previous <br />position as an employee of the City. CIVIL DEFENSE AGENCY <br />210.010. ACT ADOPTED. The Minnesota Civil Defense Act, Minnesota <br />Statutes, Chapter 12, insofar as it relates to cities, is adopted by <br />reference as part of this ordinance as fully as if set forth explicitly <br />herein. <br />210.020. CIVIL DEFENSE AGENCY. <br />Subdivision 1. Agency and Director. There is hereby created with <br />the City a Civil Defense and Disaster Agency which shall be under <br />the supervision and control of a Director of Civil Defense, <br />hereinafter called the Director. The Director shall be appointed by <br />the Mayor for an indefinite term and may be removed by him at any <br />time. He shall serve without salary but shall be paid his necessary <br />expenses. The Director shall have direct responsibility for the <br />organization, administration, and operation of the Civil Defense <br />Agency, subject to the direction and control of the Mayor. <br />Subdivision 2. Organization and Functions. The Civil Defense <br />Agency shall be organized into such divisions and bureaus, <br />consistent with state and local defense plans, as the Director deems <br />necessary to provide for the efficient performance of local civil <br />defense functions during a civil defense emergency.
