HIRING <br />Applications for Employment and Publication of Notice <br />Applications for employment shall be filed with the office of the <br />City Administrator for all regular and permanent part -time <br />employee job vacancies. The City Administrator may decline to <br />accept applications which are filed at a time when no job <br />vacancies exist. The City Administrator is not required to <br />accept applications for temporary employment. <br />Permanent Full -Time and Part -Time Positions - Notice of all such <br />vacancies shall be posted at City Hall for ten (10) days, and <br />shall be published once in the legal newspaper at least ten (10) <br />days prior to filling the vacancy. Existing employees will be <br />eligible to apply. It is the intent of the City to hire the <br />best - qualified employee taking into account experience, <br />qualifications, and references. <br />Seasonal Employees - Persons with previous seasonal temporary <br />work experience with the City and whose work performance was <br />acceptable will be asked to return to their positions. Openings <br />of 20 hours or more not filled by this practice will be <br />advertised on an annual or seasonal basis. Openings of less than <br />20 hours per week may be filled at the discretion of the <br />department head. <br />Short -Term Temporary - In cases involving short -term replacement <br />of personnel, advertising is not required. In this case, the <br />position may be filled based on the availability of qualified <br />personnel. A decision not to advertise will encompass <br />considerations involving timing needs in filling the position and <br />the cost of advertisement and screening in relation to the <br />duration of the employment period. <br />The City Administrator shall establish and maintain a position <br />classification plan for all regular and permanent part -time <br />positions. When a new position is created for which no <br />appropriate position classification exists, or when the duties of <br />an existing position are sufficiently changed so that no <br />appropriate class exists, the City Administrator shall create a <br />new class and cause an appropriate position classification to be <br />written for said class. All position classifications are subject <br />to review and approval by the City Council. <br />Appointments <br />In case of appointment to regular and permanent part -time <br />employee positions, the City Council may appoint any person who <br />meets the requirements listed in the position classification, <br />4 <br />
