MINUTES <br />CITY COUNCIL <br />JANUARY 6, 2014 <br />PAY EQUITY The City Administrator reported that the City is required to file a Pay <br />REPORT Equity Report with the State every three years. I -Ie noted that this report <br />compares male and female dominated positions to ensure equity between <br />the classes. The Administrator recommended approval of the report as <br />prepared. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019 -1 -12 — APPROVING THE PAY EQUITY <br />REPORT FOR REPORTING YEAR 2013 AND AUTHORIZING THE <br />MAYOR TO EXECUTE THE REPORT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ECONOMIC Don Gagne appeared before the Council with a few questions related to <br />DEVELOP- both the Public Works /Parks Facility Project and economic development <br />MENT in general. Gagne asked why the Planning Commission has not been <br />ISSUES involved in the planning process for the new Public Works Garage. The <br />Administrator reported that the Planning Commission will consider the <br />rezoning of the Public Works Garage site to Public Zoning at their <br />February meeting. Without that rezoning, the project will not move <br />forward in this location. Keis noted the various zoning actions that are the <br />charge of the Planning Commission. The Administrator reported that as <br />the project moves forward, there will be public involvement in the design <br />process and he anticipated that the Planning Commission may be a part of <br />that process. The Administrator also noted that the need for a new Public <br />Works Garage has been a goal of the City for several years, and pointed <br />out that there is Planning Commission representation at the Goal Setting <br />Sessions. <br />Gagne noted that the City has purchased a lot of property and asked where <br />the money comes from. It was noted that there are various funding <br />sources for these purchases. For example, the cost of homes that were <br />purchased along Round Lake was paid from the Park Land Acquisition <br />Fund. The cost of the purchase of the former Brings property for a new <br />Public Works Garage site was paid from the Capital Improvement Fund. <br />The cost of the purchase of the former Donovan property was paid through <br />an Interfund Loan from the City's reserves. The Administrator noted that <br />funding sources for various purchases are Tax Increment Financing (TIF) <br />Funds, General Fund reserves, Capital Improvement Funds, Water & <br />Sewer Capital Replacement Funds, Park Land Acquisition Funds.
