These MicroPAVER ratings are used by the Public Works staff every year during their <br />annual review of the City's street system for prioritizing and scheduling street <br />maintenance efforts. The streets proposed for major maintenance improvement were <br />again reviewed by City Staff to provide an estimated current rating. <br />1L SCOPE <br />The purpose of this study is to determine the feasibility of improving two City streets by <br />full reconstruction along with the installation of watermain. This report will include <br />information on the existing conditions, proposed improvements, and estimated costs and <br />property assessments as outlined in the City's Assessment Manual. Estimated <br />construction costs will be provided, along with the total project costs that will include <br />overhead costs, such as City administration, engineering, fiscal, and legal costs. <br />111. HISTORY <br />This is the first time that either of these streets has been proposed for recent <br />improvement. Australian Avenue from Lakeside Avenue to its termination point to the <br />east existed in some fashion in the 1950's. Over the years it was slowly extended and <br />improved and the last significant work was completed when the street was paved when <br />sanitary sewer was installed on the street in the 1970's. <br />Schletty Drive was constructed as part of the Schletty Woods Development in the late <br />1970's. At that time municipal sewer was included as part of the improvement along <br />with an urban street section with surmountable concrete curb and gutter, however <br />municipal water was not installed on the street, In 1980 when watermain was installed <br />along Little Canada Road the properties within Schletty Woods that abutted Little <br />Canada Road were originally included on the assessment roll, however the City Council <br />choose to take off all the properties west of Schletty Drive (521, 525, 529, 533, 537, 541) <br />based on the rational that those properties front Schletty Drive and should be included in <br />a watermain project that would serve the rest of the homes on Schletty Drive. The two <br />properties east of Schletty Drive (550 and 554) were kept on the assessment roll <br />because it was determined that their front yard was to Little Canada Road and have <br />already paid a watermain assessment. <br />After the decision decision to not assess the properties west of Schletty Drive several of <br />the properties came before the Council at various times in the 1980's and were granted <br />permission to hook up to the water on Little Canada Road. Most of the properties that <br />were allowed to hook up were required to pay the amount of the original proposed <br />assessment calculated as part of the 1980 Little Canada Road watermain project <br />($1,442.00). The City Council also indicated that in the event that the assessments for <br />watermain on Schletty Drive were more than the $1,442.00 the owners would need to <br />pay the increase. Of the properties that abut Little Canada Road only 525 and 541 do <br />not currently have municipal water service. <br />IV. NECESSITY AND COST - EFFECTIVENESS <br />-3. <br />7 <br />
