The streets proposed for reconstruction are within the PCI rating range of 0 to 60, the <br />rating that justifies reconstruction, and show signs of advanced pavement deterioration, <br />A table is provided below with the rankings: <br />Pavement Section <br />PCI Rating <br />Australian Avenue from Lakeshore Avenue east to the end <br />43 <br />Schletty Drive from Little Canada Road south to the cul -de -sac <br />45 <br />The street improvements are necessary to provide the residents of these areas with a <br />safe and adequate public transportation system. The proposed improvements will <br />minimize future maintenance costs and the magnitude of the proposed project will <br />ensure competitive bidding. From this standpoint, the project is cost - effective. <br />V. EXISTING CONDITIONS <br />A. AUSTRALIAN AVENUE <br />The street in its current state exists as a rural section without curb and gutter. <br />There are no road ditches and the boulevards are relatively flat. The pavement <br />width varies from approximately 27 feet at Lakeshore Avenue to approximately <br />24 feet on the east end. There is no cul -de -sac or official turnaround at the <br />streets easterly most termination. At this time it appears a private driveway is <br />likely used by drivers who must turn around at the end of the street. Due to the <br />relative flatness of the road and boulevards it is difficult to determine exact <br />drainage patterns but storm sewer inlets do exist on Lakeshore Avenue and a <br />single storm inlet exists near the east end of the street in the south boulevard. <br />All storm sewer inlets eventually discharge stormwater into Savage Lake. <br />The street has an initial right -of -way width of 80 feet at Lakeshore Avenue and as <br />you move east the right -of -way decreases to 60 feet and then 40 feet on the very <br />east end. The street has a total length of approximately 550 feet. The <br />Pavement Management rating for the road is 43 out of 100. The pavement rating <br />indicates that the road has deteriorated to a level where it would no longer be <br />cost - effective to rehabilitate the street. The only viable option is full <br />reconstruction. <br />All properties are served with sanitary sewer but only the two homes at the <br />intersection with Lakeshore Avenue have water service. The remainder of the <br />properties do not have access to municipal watermain and no fire hydrants exist <br />to the east of Lakeshore Avenue along the street. <br />B. SCHLETTY DRIVE <br />Schletty Drive south of Little Canada Road is an urban street section with <br />surmountable concrete curb and gutter with an approximate width of 32 feet. <br />Boulevard grades vary considerably from very steep to relatively flat depending <br />on the property and location along the street.
