Watermain <br />The total cost of the proposed watermain extension along Schletty Drive is estimated <br />at $115,000.00. Of the 22 properties that abut Schletty Drive, 14 water services are <br />needed to provide service to all possibly developable lots including the lot that is albe <br />to be subdivided from 540 Schletty Drive. Based on review of the City records thus <br />far 550 Schletty Drive was assessed for watermain as part of the Little Canada Road <br />watermain project in 1980 and would not be subject to a watermain assessment for <br />this project. The properties west of Schletty Drive were not assessed in 1980 by <br />decision of the City Council, but several (521, 529, 533, and 537) were later allowed <br />to hook up to Little Canada Road watermain throughout the 1980's. For three of <br />those properties (521, 529, and 533) it appears that the Council allowed the <br />connection under the conditions that the owners pay $1,442.00 at the time of hook <br />up and agree to pay an additional amount if necessary if the Schletty Drive <br />watermain assessments were more. Based on that information we have calculated <br />the present value of the original $1,442.00 payment for each property based on the <br />yearly 6 month CD rate and compounding interest. That calculation results in a <br />partial assessment to each of those properties as shown on the assessment roll. We <br />have not found any record of 537 Schletty Drive paying anything for municipal water <br />service or agreement for his hook up to the Little Canada watermain; therefore, we <br />are recommending that they receive a unit watermain assessment at this time. <br />Based on the 14 new services, a partial assessment to 521, 529, and 533 Schletty <br />Drive, the full unit assessment for 537 Schletty Drive, and the application of the <br />capped watermain rate of $7,100.00 per unit, the assessable watermain costs would <br />be $114,809.04. As with the second street assessment to 540 Schletty Drive the <br />second watermain assessment would only become due when /if the lot was <br />subdivided, but the service would be installed at this time. <br />Additional Information <br />There was some question at the informational meeting why the City lots were not <br />being assessed for watermain. There are 5 City owned lots that are undevelopable <br />along Schletty Drive. As shown in the proposed assessment roll these lots would be <br />assessed for the street improvements but not for the watermain. It was our opinion <br />that the City did need street access to these parcels for access to the wetland and <br />storm pipes for cleaning and maintenance so a street assessment was justified. In <br />the case of the watermain it was our opinion that due to the fact that the properties <br />were undevelopable, there was no improvement to use water or to provide fire <br />protection for and as such no watermain assessment should be applied. <br />Table 2 summarizes the total project cost that will be borne by the City and the cost that <br />will be assessed to the benefited properties.
