The City Council previously approved a capped rate of <br />$65.25 per assessable foot for 2014. <br />Municipal Watermain Extension <br />It has been City practice in the past to assess benefitting properties for the initial <br />installation of the municipal water system into areas that do not currently have service. <br />Similar to the street policy the City has set a capped per unit rate for watermain service <br />and it has been increased yearly to adjust for inflation. For 2014 staff is recommending <br />a rate of $7,100.00 per service. <br />• AUSTRALIAN AVENUE <br />Street <br />The total street project cost for the reconstruction of Australian Avenue including <br />street and storm sewer improvements is estimated at $255,000.00. There are 9 <br />properties along Australian Avenue that would be assessed for a total of 721.80 front <br />feet. As stated above, the maximum residential street assessment is capped at <br />$65.25 per front foot, which results in an actual assessable amount of $47,097.45. It <br />should be pointed out that the Gopher Electric property, 222 Little Canada Road, is <br />off the end of the Australian Avenue right -of -way. They do not currently have access <br />to Australian Avenue and due to the grade difference it would be difficult for them to <br />access the street without significant impact to their parking lot. There is also a <br />question if they would be allowed to access Australian Avenue if they were to <br />request it. At this time we are showing assessing the property based on its actual <br />front footage and the residential rate. This is similar to what was done on the <br />commercial properties along Condit street when it was reconstructed. <br />Watermain <br />The total cost of the proposed watermain extension along Australian Avenue is <br />estimated at $63,000.00. The two properties adjacent to Lakeshore Avenue and the <br />Gopher Electric site already have municipal water service from other mains, <br />therefore there are 6 properties that would be assessed for the watermain <br />improvements. We are recommending a maximum watermain assessment rate of <br />$7,100.00 for properties that do not currently have water service and would ask <br />Council to provide input on that amount. This rate would result in $42,600.00 of <br />assessable cost for the watermain installation. <br />• SCHLETTY DRIVE <br />Street <br />The total street project cost for the reconstruction of Schletty Drive is estimated at <br />$408,000.00. There are 22 residential properties along Schletty Drive that would be <br />assessed for a total of 2,298.22 feet. Due to the odd shaped nature of several of the <br />lots along Schletty Drive, City staff is proposing that a unit assessment of $6,408.50 <br />per lot be applied to all adjacent properties. The corner lot with two frontages along <br />Schletty Drive is proposed at 1.2 units to account for the standard method of <br />assessing 100% of the front side and 20% of the side frontage on a corner lot. It <br />should also be pointed out that 540 Schletty Drive has the ability to subdivide the <br />property creating a additional lot. As such they are receiving 2 street unit <br />assessments with the ability to defer the second assessment until the lot is <br />developed. If the lot is never developed the assessment will never become due. <br />When the City's Street Assessment Policy is applied to the project costs, the total <br />assessable cost to the adjacent property owners is $149,958.92. <br />-8. <br />12 <br />
