would be paying significantly more even without curb and gutter costs due to the <br />100% assessment policy. <br />r A resident commented that the residents of the street met prior to the meeting and <br />all agreed that they did not want water run down the street nor did they want the <br />street reconstructed at this time. The City Administrator said that staff would <br />present that information to the City Council and the project would likely not be <br />completed in 2014. <br />r A resident commented that a number of trees would have to be removed if the <br />engineer was going to put in a cul -de -sac. <br />r A resident asked why Gopher Electronics would be assessed. The City Engineer <br />said that the City's policy is to assess all abutting properties and Gopher does <br />abut the very end of the street. The City Administrator added the example of the <br />apartment complex along Condit and how that situation was handled. He stated <br />that it was challenged and the City's policy held up in court. He also stated that <br />the City may not be able to prove benefits received in this case so it wasn't a <br />guarantee that Gopher would be assessed. The issue would be looked at further. <br />Y There was a question on how much right -of -way there was and how the <br />information was obtained. Mr. Elfering answered that he hadn't done any <br />official surveying to this point. He had only taken the information shown on the <br />Ramsey County GIS website. That information is usually pretty close to the <br />actual information. <br />r It was asked what the solutions for a turnaround would be at the end of the street. <br />Mr. Elfering said he thought a smaller cul -de -sac would be an option and he also <br />discussed a hammer -head design. The City Administrator informed the residents <br />in attendance that someday the road would have to be rebuilt and when that <br />happens the issue of a turnaround would be addressed. The street would not be <br />left as a straight dead end <br />There was a question on the two different types of curb. Mr. Elfering explained <br />the differences between barrier and surmountable curb. He explained that <br />typically the Council opts for barrier curb but if the residents want surmountable <br />curb they will put that in. <br />r A resident asked which trees would he removed for the project. The City <br />Engineer answered that he hadn't looked at the project that close yet so he wasn't <br />sure. He had only done some very general surveying to this point. <br />r A resident asked how the width of the road would change. Mr. Elfering replied <br />that the road varies from 24' to 27' wide depending on where you are on the <br />road. He said the new road would be 29.5'. <br />29 <br />
