Y A resident expressed concern that some trees would have to be removed as part
of the excavation along the road. Mr. Elfering explained that the water main has
to be 10' away from the sanitary sewer and he also needed to run water services
to the right -of -way line at each property. There will likely be impacts to trees but
he will try to minimize them to the maximum extent practicable.
`i There was a question on fire hydrants and how far the fire department can go
from a hydrant. Mr. Elfering answered that there are engineering standards that
require hydrants to be spaced 400' -500' apart. In the case of Australian that
would mean a minimum of one hydrant would be added near the end of the road
and another would possibly be added mid- block. He said he would consult with
the fire chief when deciding how many hydrants are necessary.
Y There was another comment that nobody wants the road to be reconstructed and
the residents would prefer it were kept as a rural road to keep traffic off of it.
The City Administrator stated that it was unlikely that traffic would increase on
Australian due to the fact that it was a short, dead -end street. There may be some
initial curiosity but it would likely die down rather quickly.
A A resident asked at what point something would have to be done. Mr, Elfering
responded that the answer depends on many factors and cited Noel Drive as an
example of a road that wasn't on the radar and had one bad winter and absolutely
had to be rebuilt the next year. He added that Australian is at a point where it has
to be talked about but there is still time. He did mention that general
maintenance on the street will be reduced so money isn't wasted on a street that
is already in poor condition.
Y A resident asked if seal coating was an option. Mr. Elfering replied that with the
amount of cracking present the seal coating would not help anything. The cracks
are too numerous and too wide and they would reflect right through the seal coat
surface in short time. It wouldn't be a prudent use of tax money.
At this point the City Administrator said he would pass along the feeling of the
neighborhood to the City Council that they were not interested in their street being
reconstructed in 2014.
The City Administrator thanked the residents of Australian Avenue for attending the
meeting.
30
