MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 22, 2014 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />January, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:33 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Rick Montour <br />ABSENT: Council Member Mr. Mike McGraw <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />Public Works Supt. Mr. Bill Dircks <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the improvement <br />2014 -02 of Schletty Drive (south of Little Canada Road) by full reconstruction <br />SCHLETTY including concrete curb and gutter, an upgraded storm sewer system, and <br />DRIVE the addition of water main. <br />The City Engineer reported that the purpose of tonight's hearing is to <br />present the proposed improvement of Schletty Drive to the City Council <br />and impacted property owners. This meeting gives property owners the <br />opportunity to provide input and /or voice concerns about the project. The <br />City Council will then determine whether or not the project moves <br />forward. <br />The Engineer explained the City's street improvement planning process, <br />noting that as part of the process streets are prioritized by pavement rating <br />and staff review. The major factor affecting street prioritization is <br />pavement condition with utility problems, drainage issues, and traffic <br />capacity also playing a role. As a result of this process, the City's 5 -Year <br />Capital Improvement Plan is updated. <br />
