MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />Once the Capital Improvement Plan is updated, the next step is to conduct <br />a public improvement process for the current year's proposed projects. <br />The Engineer explained that process which begins with neighborhood <br />informational meetings and progresses on to the public hearing to consider <br />ordering of the improvement, which is this evening's hearing. If the <br />project is ordered, the project is designed, property owners are invited to a <br />90% plan design meeting, the plan is finalized, and the City then <br />advertises for bids. Once bids are received and awarded, construction <br />commences and typically after substantial completion of the project, an <br />assessment hearing is held. <br />The Engineer then explained the assessment hearing process. At that <br />hearing, property owners have the opportunity to voice opinions on the <br />proposed assessments. The Council would act on any objections received <br />and would then approve the assessments. <br />The Engineer provided the background that resulted in the proposed <br />improvement of Schletty Drive. He noted that this street has been <br />included in the City's 5 -Year Capital Improvement Plan for the last few <br />years. It is one of only two streets in the City without municipal water and <br />fire protection. He reported that there is alligator cracking on significant <br />portions of the roadway as well as failing patch areas and potholes. <br />The project proposed is proposed to consist of street reconstruction <br />resulting in a 28 foot urban section street with barrier concrete curb and <br />gutter. Watermain is also proposed to be installed with water services up <br />to each property line as well as the installation of fire hydrants along the <br />street. Storm sewer will be evaluated for possible improvements. Storm <br />water infiltration will he improved with the addition of rain water gardens <br />and underground storm water improvements. Decorative street lighting <br />could be added if the property owners are in support of this addition. <br />With regard to storm water infiltration, the Engineer indicated that the <br />City is required to infiltrate 1" of runoff over the impervious surface of the <br />project area. This equates to 3,630 cubic feet of required infiltration. <br />There are two methods to meet this requirement. The first is surface <br />infiltration via rain water gardens. These are relative inexpensive to <br />construct with property owners doing the routine maintenance and the City <br />performing major maintenance. 1'he second would be underground <br />infiltration with is expensive to construct and maintain and would be <br />utilized as a last resort. The Engineer proceeded to describe rain water <br />gardens in detail for the benefit of the property owners present. <br />The Engineer reported that property owners would be able to replace their <br />existing driveways in conjunction with the street project.
