MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />CONSENT <br />AGENDA <br />stated that it is her hope that once the franchise renewal is completed, that <br />NSCC will be able to work on some of these additional issues with <br />Comcast. <br />Blesener asked when the existing franchise extension expires. Wilson <br />replied at the end of November, 2014, but that Comcast indicated a <br />willingness to extend to the end of December, 2014. Wilson noted that <br />additional extensions are possible. Wilson reported that NSCC offered to <br />renew the existing franchise, but Comcast declined as they do not like that <br />franchise agreement. Wilson reported on the franchise renewal stages that <br />other commissions are in, and indicated that the need for extensions is not <br />unusual. <br />Blesener asked if NSCC and other commissions should join together in <br />negotiating franchise renewals. Wilson reported that each of the <br />commissions has different needs and interests which would make ajoint <br />negotiation difficult. <br />Montour noted the current PEG fee of $4.15 which is paid by subscribers <br />and is used to run NSCC's media center and production trucks, etc. He <br />pointed out that the City receives 5% of franchise fees from Comcast in <br />exchange for the use of public rights -of -way for their lines and equipment. <br />Montour noted that if the PEG fee is decreased, the impact will be less <br />programming of community events such as youth sports, school <br />graduations, parades, etc. Blesener asked if the cost for the use of rights - <br />of -way could be increased. Wilson reported that it could not as the level is <br />set in Federal Law. <br />Wilson further noted that NSCC is looking at ways to restructure over the <br />next 10 years as well as looking to identify alternative funding so that it <br />can become more independent from Comcast. She also suggested that if <br />subscribers have complaints and they are not able to get through to <br />Comcast, they can contact NSCC for assistance.
