MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />AUTHORIZE <br />SUMMARY <br />PUBLICATION - <br />ORD. NO. 762 <br />*APPROVAL OF PARTIAL PAYMENT AND CHANGE ORDER #2 <br />FOR FPI PAVING FOR THE LITTLE CANADA ROAD <br />IMPROVEMENT; <br />*APPROVAL OF THE 34TH RIDER AGREEMENT WITH ST. PAUL <br />REGIONAL WATER SERVICES AS RECOMMENDED BY THE <br />CITY ENGINEER AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY; <br />*DECLARING THE CITY'S 2014 WATERFEST SPONSORSHIP AT <br />A SILVER LEVEL SPONSOR IN THE AMOUNT OF $600 WHICH <br />SUPPORTS IMPROVED WATER QUALITY AND EDUCATION ASA <br />PART OF THE CITY'S STORM WATER POLLUTION <br />PREVENTION PROGRAM; <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Planner noted that the Council recently approved Ordinance No. <br />762 which relates to parking and storage requirements on residential <br />parking. This ordinance was developed after a series of meetings by the <br />City Council and the Planning Commission. The Planner noted that the <br />ordinance is lengthy, and recommended that the Council authorize <br />summary publication. "1'he full ordinance will be posted on the City's <br />Web site and an article will be included in the next issue of the City's <br />newsletter providing a great amount of detail on these regulations. Copies <br />of the full ordinance are also available at the City Center. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -1 -16 — AUTHORIZING THE SUMMARY <br />PUBLICATION OF ORDINANCE NO. 762 RELATING TO PARKING <br />AND STORAGE REQUIREMENTS ON RESIDENTIAL PARKING <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour asked about the need to publish ordinances, suggesting that there <br />were other means to communicate ordinance changes. The City Planner <br />replied that State Law requires the publication of ordinance amendments. <br />The City Administrator reported that there is some discussion of this issue <br />in the State Legislature, however, the MN Newspaper Association is <br />concerned about the impact that loss of this publication revenue will have <br />on small local publications. <br />4 <br />
