MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />indicated that the current request assumes a 4.2% rate of return on <br />investments, the most senior member retiring each year, no change in <br />State Fire Aid amounts or the City contribution amount of $15,000 <br />annually. Based on these assumptions, with the increase, the Fire Relief <br />Fund would be 110% funded. The Administrator noted that there were <br />many years when there was no increase to the Fire Relief benefit level <br />primarily due to stock market impacts on investment performance. <br />The Administrator indicated that a committee has been meeting on this <br />issue, and the goal is to come back with a long -term plan for Fire Relief <br />benefit increases that will put some certainty into this matter. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -1 -19 — INCREASING THE FIRE RELIEF <br />BENEFIT LEVEL TO $3,265 PER YEAR OF SERVICE AT FULL <br />VESTING AS REQUESTED BY THE LITTLE CANADA FIRE <br />DEPARTMENT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PLANNING Blesener indicated that there are currently two openings on the Planning <br />COMMISSION Commission each of which are for a three -year term. The City received <br />AND applications from one incumbent, Tom Duray, and from Steve Ledin and <br />PARKS Gene Anderson. Interviews were conducted last evening, and Keis <br />AND reported that all have strong backgrounds and would be assets to the <br />RECREATION Commission. However, the interview committee is recommending the <br />COMMISSION appointment of Tom Duray and Steve Ledin. <br />The City Administrator reported that there had been another applicant, but <br />that individual withdrew when the City extended the deadline for <br />applications. The Mayor noted that the City had advertised the vacancies <br />in the City newsletter. When the newsletter was delivered by the Post <br />Office after the application submission deadline, the Council decided to <br />extend the deadline. At that time the applicant withdrew. The <br />Administrator reported that the newsletter is mailed under a bulk permit <br />and the post office has two weeks to deliver it. In the past, it has always <br />been delivered on a very timely basis. Given the level of mail during the <br />past holiday season, the Post Office delivered the newsletter <br />approximately 10 days after it was submitted by the City. <br />7 <br />
