MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />Blesener reported that there are three vacancies on the Parks & Recreation <br />Commission, three of which are for three -year terms and one for a one - <br />year term. Blesener noted that incumbents Jeff Heikke, Thomas Maida, <br />and Kevin Steinert have applied for reappointment. Dave Miller and Jon <br />Joriman have also applied for appointment. Blesener noted that all <br />applicants are very qualified for these positions. Blesener reviewed the <br />recommendation of the interview committee that the three incumbents be <br />reappointed for three -year terms and that Miller be appointed for a one - <br />year term. <br />Blesener pointed out that the revised Commission ordinances now <br />establish term limits for Commissioners. Therefore, the future will result <br />in more turn -over on the Commissions and more opportunities for <br />individuals to serve. <br />By unanimous ballot of the Council, Heikke, Maida, and Steinert were <br />appointed for three -year terms and Miller for the one -year term. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019 -1 -23 — RATIFYING THE APPOINTMENT <br />OF JEFF HEIKKE, THOMAS MAIDA, AND KEVIN STEINERT TO <br />THE PARKS AND RECREATION COMMISSION FOR THREE <br />YEAR TERMS EXTENDING THROUGH DECEMBER OF 2016 AND <br />DAVID MILLER TO THE COMMISSION FOR A ONE YEAR TERM <br />EXTENDING THROUGH DECEMBER OF 2014 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />REFUSE & The City Administrator reported that within the trash and recycling rate <br />RECYCLING structure, the City collects $.75 per service per month for recycling <br />FEE administrative costs. The MN Department of Revenue feels that the way <br />SCHEDULE this fee is listed in the City's fee schedule results in the fee being subject <br />to taxation. Therefore, staff is proposing a reclassification of this fee to <br />recycling costs. The recycling revenue that the City receives is used to <br />offset its recycling costs, i.e. the City's newsletter, City -wide recycling <br />events, etc. The Administrator noted that the recommendation is to <br />reclassify this revenue retroactive to January 1, 2007, and pointed out that <br />a portion of this time the fee was $.50 per service per month with the <br />current fee $.75 per service per month. <br />Keis introduced the following resolution and moved its adoption: <br />9 <br />
