arum I1S O(1TCs <br />Memo <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: February 6, 2014 <br />RE: <br />Arkwright- Sunrise Improvements Project — City of Maplewood <br />Approval of Plans & Authorization for Advertising <br />Calling for the Assessment Hearing for McMenemy Street <br />As directed at the Public Hearing on October 16th, plans and specifications have been <br />prepared by the City of Maplewood for the Arkwright - Sunrise Improvements project. As <br />you are aware the west half of McMenemy Street from County Road B to Viking Drive <br />is within the City of Little Canada and was included in the larger Maplewood project with <br />the approval of the City Council. As the project includes portions of Little Canada and <br />Maplewood both City Councils must approve the plans and authorize bidding. <br />The proposed reconstruction of the street has also resulted in the development of a joint <br />powers agreement to address the ongoing maintenance of the shared street and <br />municipal utilities which are utilized by residents of both Cities. In general Maplewood <br />has been performing all maintenance on these facilities and the agreement outlines their <br />continued efforts and Little Canada's financial responsibilities for the City's share of <br />these costs. <br />At this time we are recommending the Little Canada City Council approve the plans and <br />provide authorization for advertisement for bids contingent on a final review by the Public <br />Works Director and City Engineer. We would also recommend the City Council approve <br />the joint powers agreement and authorize its execution. Maplewood anticipates <br />opening bids on March 13, 2014. At that time the City Council can review the bids and <br />make a determination for award. <br />1RUt NORM <br />In addition to plan approval we would recommend that the City Council call for the <br />assessment hearing for McMenemy Street. Maplewood will be holding their assessment <br />hearing on March 24th at the end of which they are scheduled to award the bid. The City <br />Council should set the assessment hearing date sometime between the bid opening of <br />March 14th and the anticipated action by the Maplewood Council on March 24th.
