Hanson <br />Attached is a copy of a letter received from Prairie <br />Restorations, Inc. regarding their request to do a controlled <br />burn of the prairie grass plantings at the St. Jude Medical <br />Woodland facility located on County Road B. As you know, City <br />ordinance restricts open burning. Granting an exemption to allow <br />this activity to take place appears to be the best course of <br />action. <br />In discussing this matter with the Fire Chief, we would recommend <br />a one -time exemption from our ordinance which regulates open <br />burning subject to the following conditions: <br />* Receipt of a copy of the contract between St. Jude <br />Medical and Prairie Restorations, Inc. for the <br />controlled burn. <br />Receipt of a certificate of insurance from Prairie <br />Restorations, Inc. with appropriate limits of <br />liability. <br />24 hours advanced notice to the City, Fire Department <br />and the Ramsey County Sheriff's Department prior to the <br />burn in addition to a one hour verbal follow -up notice <br />to the Ramsey County Sheriff's Dispatcher prior to the <br />commencement of burning activities. <br />* Burning is to occur between the hours of 10 a.m. and <br />3 p.m. so as to minimize impact on traffic in the area. <br />* Wind speed at the time of burning cannot exceed <br />10 m.p.h. and wind direction must be from the north, <br />northeast or east. <br />* At least four employees of Prairie Restorations, Inc. <br />must be actively participating in controlling the burn <br />Page 100 <br />
