Hanson As a supplement to the Planner's memo dated April 6, 1995, I am forwarding you the following information for your consideration: * The cul -de -sac size discussed by the City Council for Australian Avenue is a 30 foot paved surface on a 35 foot right -of -way. On Bluwood Avenue, it is a 40 foot paved surface on a 45 foot right -of -way. It was felt that a 30 foot paved surface is the smallest cul -de -sac the City can allow which will readily accommodate most vehicle trips. A larger cul -de -sac is proposed on Bluwood in that the right -of -way area existing is greater (90 feet). The five foot difference in the radius dimension is to allow for snow storage. * Deviations to existing standards were recommended due to impact to adjoining properties. Factors considered included cost, acquisition of right -of -way, trees, existing land use, and future land use. * Vacation of a portion of the Jackson Street right -of- way would only allow approximately seven feet to be transferred to the Morelans. This is due to the placement of water main in the center of the existing Jackson Street right -of -way. * Costs for the two options (cul -de -sac verses street) are relatively close with the street option being somewhat less. Attached is a memo from the City Engineer dated November 10, 1994 which provides a cursory review of this matter. With the Jackson Street option, some additional savings to the City may be possible by eliminating the trail section to be constructed between Bluwood and Australian. Page 18
