MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 1995 <br />nearly as possible; <br />*Street design which results in most attractive lot <br />layouts after subdivision; <br />*Satisfy neighborhood concerns. <br />The Planner reported that the advantages of cul -de -sac <br />improvements at the ends of Bluwood and Australian is <br />that it creates the most attractive lot lay -out for the <br />Tima subdivision. The disadvantages are that private <br />property is required from the Morelan and /or Magnuson <br />properties; the radius proposed for Australian Avenue <br />would allow the turn - around of automobiles, but backing <br />maneuvers will still be required for service vehicles. <br />The advantages of a through street is that it provides <br />a continuous flow for service and maintenance vehicles; <br />and it avoids the taking of property from private <br />property owners. The disadvantages are that it creates <br />a multiple corner lot for the Morelan property as well <br />as restricts house lay -out for the future Morelan lot. <br />The Planner pointed out that the issue of street versus <br />cul -de -sac is before the Commission for a <br />recommendation because of the subdivision application <br />submitted by Mr. and Mrs. Tima. The Tima's have also <br />petitioned for the improvement of Jackson Street. The <br />Jackson Street right -of -way exists as a 33 foot right - <br />of -way. Mr. Tima has indicated that he will dedicate <br />an additional 7 feet to bring the right -of -way to 40 <br />feet. The Planner pointed out that a variance from the <br />Subdivision Code will be necessary to improve Jackson <br />Street with a 40 foot right -of -way. Minimum <br />residential street standards require a 50 foot right - <br />of -way. <br />Knudsen pointed out that it would be possible to access <br />two new lots on the Tima property via driveways from <br />the ends of Bluwood and Australian. <br />The Planner pointed out that the two new lots would not <br />have frontage on an improved street. The Planner <br />pointed out that there are already problems on <br />Australian Avenue with access by service vehicles. <br />DeLonais asked if the neighbors have met to try to <br />resolve the issue of street versus cul -de -sac. <br />Mr. Gary Kajalski, attorney representing Mr. Tima, <br />reported that there have been meetings with the various <br />3 <br />Page 28 <br />
