MINUTES
PLANNING COMMISSION
APRIL 13, 1995
nearly as possible;
*Street design which results in most attractive lot
layouts after subdivision;
*Satisfy neighborhood concerns.
The Planner reported that the advantages of cul -de -sac
improvements at the ends of Bluwood and Australian is
that it creates the most attractive lot lay -out for the
Tima subdivision. The disadvantages are that private
property is required from the Morelan and /or Magnuson
properties; the radius proposed for Australian Avenue
would allow the turn - around of automobiles, but backing
maneuvers will still be required for service vehicles.
The advantages of a through street is that it provides
a continuous flow for service and maintenance vehicles;
and it avoids the taking of property from private
property owners. The disadvantages are that it creates
a multiple corner lot for the Morelan property as well
as restricts house lay -out for the future Morelan lot.
The Planner pointed out that the issue of street versus
cul -de -sac is before the Commission for a
recommendation because of the subdivision application
submitted by Mr. and Mrs. Tima. The Tima's have also
petitioned for the improvement of Jackson Street. The
Jackson Street right -of -way exists as a 33 foot right -
of -way. Mr. Tima has indicated that he will dedicate
an additional 7 feet to bring the right -of -way to 40
feet. The Planner pointed out that a variance from the
Subdivision Code will be necessary to improve Jackson
Street with a 40 foot right -of -way. Minimum
residential street standards require a 50 foot right -
of -way.
Knudsen pointed out that it would be possible to access
two new lots on the Tima property via driveways from
the ends of Bluwood and Australian.
The Planner pointed out that the two new lots would not
have frontage on an improved street. The Planner
pointed out that there are already problems on
Australian Avenue with access by service vehicles.
DeLonais asked if the neighbors have met to try to
resolve the issue of street versus cul -de -sac.
Mr. Gary Kajalski, attorney representing Mr. Tima,
reported that there have been meetings with the various
3
Page 28
