MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 1995 <br />street. However, if Jackson Street is improved, there <br />will be street encircling the Morelan property on three <br />sides. Schletty asked Morelan his feelings on that <br />issue. <br />Morelan indicated that he has no problem with the Tima <br />property division. However, he was not in favor of the <br />improvement of Jackson Street pointing out that he <br />would then have streets on three sides of his property. <br />Morelan also pointed out that his garage is 19 feet <br />from the property line. If Jackson Street ends up to <br />have a 40 foot right -of -way and is improved with a 28- <br />foot pavement mat, the road would be approximately 6 <br />feet from the property line, and the Morelan garage 25 <br />feet from the curb. Morelan indicated that he <br />purchased his property 15 years ago. At that time the <br />City's requirement for a residential road was a 50 foot <br />right -of -way. Given that only a 33 foot right -of -way <br />existed and the fact that the area was built up, <br />Morelan stated that he did not believe it would be <br />possible to increase that right -of -way to 50 feet. <br />Morelan also pointed out that he has four small <br />children and has enjoyed living on a dead -end street. <br />Morelan stated that given the two alternatives, he <br />believes the cul -de -sac makes more sense. Morelan did <br />not believe it possible to put a full -sized cul -de -sac <br />at the end of Australian Avenue because of the existing <br />homes in the area. Morelan felt an undersized cul -de- <br />sac would be better than the situation that currently <br />exists. <br />Garske pointed out that the undersized cul -de -sac could <br />not be improved unless the City has permission to put <br />it on the Morelan property. <br />Morelan stated that he would have no problem dedicating <br />right -of -way for the cul -de -sac, but the problem is how <br />that cul -de -sac will affect setbacks for a future home <br />on the lot. <br />Keis pointed out the comment that Australian and <br />Bluwood would be upgraded in approximately 1997. <br />The City Planner stated that the City is anticipating <br />that these two streets will require reconstruction at <br />that time. When that happens, it is likely that <br />Australian Avenue will be widened to a serviceable <br />5 <br />Page 30 <br />
