MINUTES <br />PLANNING COMMISSION <br />APRIL 13,-1995 <br />The City Planner indicated that if right -of -way comes <br />from the Tima property for the cul -de -sac, it would <br />have to come from the Magnuson property as well. <br />Knudsen asked why do anything on Australian. Knudsen <br />stated that it was his opinion that there was no <br />solution on Australian Avenue for a cul -de -sac that <br />didn't disadvantage someone. A cul -de -sac is possible <br />on Bluwood. However, the only solution that benefits <br />both streets would be a through street. <br />Keis suggested that given the situation on Australian <br />Avenue, a solution would be to improve a cul -de -sac for <br />Bluwood, and give the Tima lot on Australian access via <br />a driveway. Keis agreed that a through street would <br />resolve a lot of problems, providing traffic <br />circulation, frontage for the Tima lots, access for <br />school buses, and improved access for service vehicles. <br />Keis stated that he understood Morelan's concerns about <br />having a street on three sides of his property, but <br />felt there would be limited traffic on that street. <br />Keis suggested either the street go in, or a cul -de -sac <br />be improved on Bluwood and Australian Avenue left as it <br />with driveway access to the Tima lot. <br />Garske asked if it were reasonable for the Morelan's to <br />assume that Jackson Street would not be improved given <br />the existing 33 foot right -of -way at the time they <br />purchased the property. <br />The City Planner stated that it would appear unlikely <br />that the street would be improved unless the City <br />granted a variance from street standards to do so. <br />Garske pointed out that a 50 foot right -of -way would <br />make the Tima property unbuildable. <br />The Planner replied that that was correct. <br />Mr. Keis recommended approval of the Tima subdivision <br />as presented as well as approval of a variance from <br />standards of the Subdivision Code to improve Jackson <br />Street between Australian Avenue and Bluwood Avenue <br />with a 40 -foot right -of -way since it is the feeling of <br />the Commission that this option would resolve the most <br />problems, and recommending that once Jackson Street is <br />improved, it be posted as no parking. <br />11 <br />Page 36 <br />
