Hanson
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 21, 1995
RE: Gilanderi Lane /Viking Drive Update
The first item needing action for this project is the approval of the
purchase agreement /right to entry for the Dave Smith property. (A copy of
which is attached.) This document will result in our purchase of
approximately 8,000 square feet of property east of Gilanderi Lane which is
owned by Mr. Smith. We will construct the water main from County Road B2
along this area to avoid disturbance of the road surface which will result
in savings to the project. It may also be possible to sell this property
to the abutting property owner in the future in order that it can remain on
the tax roles.
We will also need to approve subdivision of this parcel from Mr. Smith's
current holdings. In discussing this with the City Planner, he feels the
Council can designate this subdivision by resolution because the parcel was
effectively created when the State of Minnesota put in Gilanderi Lane.
Attached is a copy of the survey I recently distributed to the property
owners in that area in an attempt to resolve the street design issue.
Based on neighborhood meetings, it appears that a majority of the residents
of that area still prefer the looped street option even though the State of
Minnesota has offered $30,000 to eliminate the loop. A summary of the cost
impact for the various options is as follows:
Project
Costs:
LOOPED OPTION
$52,725
Less State
Participation: $4000
Assessment
per Lot $6,961
We've also contacted NSP
The costs for that would
upgrade each homeowner's
CUL -DE -SAC WITHOUT CUL -DE -SAC WITH
CURB & GUTTER CURB & GUTTER
$35,150
$30,000
$736
$47,315
$30,000
$2,474
regarding burying the power lines in this area.
be $3,765 plus whatever costs are necessary to
service to accept underground availability.
Page 85
