Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 17, 1995
RE: Retain Appraiser for Heritage Office Park Development
A question has arisen at a Parks & Recreation Commission meeting
regarding the park charge which would be generated from the
above - referenced development. Specifically, the owners of the
property have stated that it is worth $45,000. (This would yield
a park charge of $2,250 based on 5% of the value.) County
estimated market value is $50,700.
Due to the fact a current purchase agreement does not exist to
aid in the establishment of market value, the Parks & Recreation
Commission feels an appraisal is warranted pursuant to ordinance
provisions governing this situation. (See Municipal Code,
Section 2101.030 attached.) This appraisal would then serve as
the basis for determining the park charge.
In talking with the appraiser the City normally retains, they
estimate the cost for this work at $750. This cost is a
responsibility of the developer. Based on this quotation, I
would recommend we commission the appraisal as requested by the
Parks & Recreation Commission.
JRH:kpv
Enclosure
cc: Bob Sneen
Page 24
