THE PROCESS <br />One of the issues raised at the March 6th City Council/Planning Commission workshop <br />was the need to complete the project in a timely manner. We have created a schedule that <br />responds to this need. We propose to undertake the project over a five -month period that <br />concludes in early September. <br />The preliminary fiscal and market analyses will occur early in the work program. This <br />timing is important for several reasons: <br />Q Fiscal and market information will be available to shape the decision - making process. <br />• The City can take action to minimize the negative effects of proposed tax increment <br />legislation. <br />• We create the basis for dealing with specific projects that occur during the planning <br />process. <br />One of the elements of this process is the involvement of key players. The consultant team <br />combines expertise in the areas of market analysis, urban design and fiscal analysis. A clear <br />understanding of each area is critical to the success of Rice Street in any redevelopment <br />scenario, but each area cannot stand alone. The process is about integration of these <br />factors, giving attention to each component in view of the opportunities or constraints of <br />the others. The team will work together, bringing their areas of expertise and integrating <br />the variety of forces that shape the area. The result is balance and a solution that is whole. <br />While the team brings expertise in a variety of areas, the project depends to a great degree <br />on local knowledge- -the expertise that only residents and business owners can provide. <br />Public participation shapes the planning process. The timetable is built around a series of <br />workshops and town meetings. These meetings provide the vehicle for making the <br />community an active participant in the project. The sequence of these meetings is a critical <br />element in the timing. Successful completion of the project with five months depends <br />directly on the meeting schedule shown here. Delays in the scheduling of the town <br />meetings and workshops limits the ability to complete the work by early September. We <br />will work with the City to create a final time table that achieves the best balance between <br />the practical scheduling of meetings and the prompt completion of the work program. <br />A chart illustrating the preliminary timetable appears in Attachment 1. <br />Page 31 <br />2 <br />
