RECOMMENDATION <br />Based on the preceding review, our office recommends development/final plan stage approval <br />of the PUD and fmal plat. Approval is, however, be contingent upon the fulfillment of the <br />following conditions: <br />1. The applicant submit a copy of all covenant declarations applicable to the proposed <br />development. Such covenants shall be subject to City approval. <br />2. Either the applicant provide proof that the location of structures within the NSP easement <br />is acceptable to NSP representatives, or the site plan be modified to remove structures <br />from within the easement. <br />3. The City Engineer provide comment/recommendation as to the need to vacate the <br />existing north/south drainage and utility easement which bisects the property. <br />4. A Phase 1 parking plan be submitted. Such plan should provide for a continuous loop <br />type circulation pattern. Such circulation pattern will require the temporary omission of <br />several parking stalls illustrated upon the ultimate development plan <br />5. Specific handicap parking stalls are identified on the site plan. <br />6. All exterior trash handling areas are screened from view of neighboring properties and <br />public rights -of -way. <br />7. The submitted utility plan is. subject to review and approval by the City Engineer. <br />8. The site plan is modified to designate specific loading spaces. <br />9. The grading and drainage plan is subject to review and approval by the City Engineer. <br />10. The site plan is subject to review by the Fire Chief to ensure that adequate provision has <br />been made for emergency vehicle access. Specific comment should be made as to the <br />need to establish a public access easement over a portion of the site's private drive. <br />11. The site plan is revised to identify specific sign locations. <br />12. The developer enter into a development agreement with the City. <br />13. Park dedication requirements, as determined by the Park Commission, are satisfactorily <br />met. <br />1 <br />5 <br />Page 5 <br />
