"Lateral costs" are <br />shown to be assessed to the eight benefitting properties and "service costs" are shown to <br />be assessed to the Frattalone property that directly benefits. We recommend that <br />assessments be charged on a per lot basis. In formulating an assessment program for this <br />project, we have assumed a subdivision of the Frattalone properties in such a way that the <br />future lots would be of approximately the same area as those that exists on the north side <br />of Ryan Drive (approximately 1.0 acre).
