Compensation for use of public property and public rights -of -way. <br />• Permits a local authority to collect compensation of up to 5 <br />percent of the gross revenues derived directly or indirectly from <br />the delivery of emerging communications services to subscribers <br />in the local authority's area. <br />3. Public Space. <br />• Allows a local authority to require the reservation of up to 10 <br />percent of the emerging communications services as public space <br />for public use. <br />• States that the reserved public space must be equivalent to the <br />highest technical quality of the remaining capacity of the <br />affected communications network. <br />• Creates a group of "eligible entities" including: government, <br />educational institutions, libraries, access non - profits. <br />4. PUC responsibilities. <br />• Requires that the PUC promulgate uniform state -wide standards <br />to: <br />standardize the permitting procedure used by local <br />authorities and ensure uniformity throughout the State of <br />Minnesota; <br />attain universality and interconnection between providers <br />of emerging communications services; <br />• provide uniform minimum construction and safety <br />standards; <br />provide uniform minimum technical standards and <br />customer service standards; <br />- 3 - <br />Page 44 <br />
